Following the liberalization of cotton marketing, processing and export in 1994, CDO was formed through an Act of Parliament (Cotton Development Act) with the following broad mandate:
i. Promote cotton production
ii. Monitor cotton production, processing and marketing
iii. Regulate the Cotton Subsector
iv. Represent all aspects of the cotton industry.
Building a competitive and sustainable Cotton Sub-sector in Uganda.
To promote and monitor production, processing and marketing of high value cotton and its by-products for the welfare of our society.
a) IncreasequantityandimprovequalityofUgandancotton
b) Ensurequalityplantingseed
c) Advocate for increased domestic value addition to cotton and its by-
d) Establishsustainablefundingofcottonactivities,
e) Encouragesustainableuseofnaturalresources
f) Build a cotton team along the value chain.
Function of CDO:
i) To monitor, in liaison with the Ministry Agriculture, through registration on terms and conditions prescribed by the Organisation, all persons, organizations and bodies -
a) Dealing in cottonseed.
b) Dealing in seed cotton.
c) Dealing in lint cotton.
d) Exporting lint cotton.
e) Operatingaginnery.
ii) To set standards for Uganda seed cotton and lint against International standards.
iii) To provide an objective assessment and lint classification service for the Industry by issue of certificates on a fee-for-work basis.
iv) To procure, process and distribute planting seed, in collaboration with the Ministry of Agriculture, within segregated areas and where appropriate supervise the production and distribution of later generation seeds outside segregated areas through selected ginneries.
v) To announce, if it deems appropriate, Indicative farm-gate, ginnery buying and export prices and to monitor prices actually paid at these levels together with prices of cottonseed for planting and milling.
vi) To announce the commencement and closure of the cotton marketing season.
vii) To collect, maintain and disseminate statistical information in respect of all aspects of the Cotton industry.
viii) To facilitate cotton production, cotton research and extension services through the Ministry of Agriculture.
ix) To advise Government on policies towards the Cotton Sub-sector.
x) To promote training of technicians, cotton processors, quality controllers and other related disciplines.
xi) To promote the formation of associations among different groups in the industry.
xii) To monitor and advise the cotton industry on the procurement and distribution of inputs.
xiii) To inspect Ginneries and ensure compliance with registration requirements.
xiv) To do anything connected with, or necessary in performance of, the above functions.
