SummaryWithin the last 20 years, there has been a significant shift in the national, regional and international policy environment in relation to the Kenyan textile sector. Some of the policies have resulted in positive, negative or have had no impact or effect. The import substitution policies put in operation soon after independence, between 1963 and 1986, coincided with the period during which the textile industry performed well. During that time there was a robust and integrated cotton-textile sector with extensive institutional support mechanisms, public sector participation and elaborate subsidy programmes.
